I'm all for anyone having a go at making something, especially if it happens to be a working model! As you have indicated you intend to use low voltage so I don't share the concern of causing a fire. Generally a traditional design of your model should include an element of fun and surprise within it...

I believe that in practice the few antique arcades that operate in the UK do so under ad hoc arrangements with local councils etc. and quiet Gambling Commission acquiescence. Like all good games it is addictive, the only downside from an operators point of view is that the motor is working all the time, as opposed to a tip the skittles which is stationary.
