Righty ho, my suggestion in my last post still stands ... To prove the point stop the fan and then see if you are able to move the vertical lever further to the right by hand. It might be fighting dried grease. As it is possible it's not the spring, it could be dried grease or maybe someone has swap...

I can't see any reason for a thumb stop under the pay nob. It serves no purpose.

Could it be that oak bar is inside out? In which case the hole in the wood would line up with where the thumb stop should be on the other side for the ball trigger.
