Your machine is a Jackpot Bell [Torch Front]. If you put that into Google you'll find lots of photos, most of which quote 1928.
As it's on Americaland coinage, is that where you are?

Sweet! Thank you! Yes I’m in America. This machine survived a flood so my goal is to clean it up and get it running smoothly again. Rumor has it that my grandpa rigged the machine so it would never hit a jackpot (if that's even possible). So I’m going to look into that also.

Yes it is very easy to rig so that the jack pot is unobtainable, also very common practice. They're not called bandits for nothing.

How would I determine if it was rigged? I took the reel assembly off and I’ve been cleaning all the parts I can get to, lots of clay and silt from the flood. I also got the owner’s pictorial guide for Mills pre-1930 slots. It’s very clear on how to dissemble and reassemble, but that’s about it.

When you took the reel assembly out, did you notice any clips added to the cogs (star wheels) which the stop levers enter to stop the spinning? Alternatively, the three plate discs attached to the right of the reels, have they any of the holes which the vertical fingers slide through, plugged up?
They all need addressing as either will eliminate a pay out. If the latter then the relevant symbols are likely to need altering.

I took apart the reel assembly today. It was slightly gummed up, so I cleaned and lubricated it. I lined up the bar symbols (jackpot) and it worked great! Thank you for your help.

Well done, it's great when you succeed in curing them, isn't it?
The problem with grease is it attracts dirt, grit, hair etc.
Then it dries out and goes hard, trapping all the undesirable muck just where you don't want it.
