Very unusual reel strip symbol

Very unusual reel strip symbol
Can anyone throw any light on this reel strip symbol? It appears on a Jennings original reel strip (V12-99C). I'm remaking the set for a Jennings sweepstake. The old strips are clearly original and on just this one strip the symbol shown below appears just once. A standard cherry patch has been stuck over it (many years ago judging by the glue used).
The colours are much faded and the copy below is only an educated guess at the original colours. It is clearly a flag, no doubt about that in my view and has been portrayed as such, with a cherry dumped in the middle. The nearest flag I can find is Bolivia (??), which seems unlikely, so, any idea why this would appear on an original Jennings reel strip?

Maybe one of the illegal riverboat casinos that once roamed the rivers of Missouri, which has a similar flag

Remove the cherry and it resembles the flags of Holland and/or Luxembourg.

my guess is the middle bar was never white,more likely yellow than white
I've spent some time removing more of the old glue and the original colours now appear to be more like the image below
